What is halloween?
Halloween  is an annual holiday celebrated on October 31. It has roots in the Celtic festival of Samhain and the Christian holy day of All Saints.

When and where is it celebrated?

The celebration of Halloween survived most strongly in Ireland

Why is it celebrated on the 31st October?

Because in  the 5th century BC, in Celtic Ireland, summer officially ended on October 31. The holiday was called Samhain (pronounced sow-in), which means "end of summer", the Celtic New year.
